Announces Grant Recipients
for Fiscal Year 2014-2015


Records Management and Preservation Board announces grant recipients The Records Management and Preservation Board (RMPB) has awarded $410,409 in grant funds to thirty-six West Virginia county commissions for records management and preservation projects. The board reviewed submissions and made its recommendations in January for projects to improve management, storage conditions, access, and preservation of public records held in county offices. Following official letters announcing the successful grants, RMPB staff will provide technical assistance in setting up the grant projects, which officially begin with the new fiscal year (July 1, 2014). A complete list of recipients is attached.

The RMPB was created by the West Virginia Legislature in 2000 to develop a system of records management and preservation for county governments. Funding for the grants program comes from filing fees collected by county clerks and deposited in the special Public Records and Preservation Account. Applications for the next grant cycle will be available September 1, 2014.

Barbour County Commission, $9,173 to index map and plat books, and to purchase map cabinets with Mylar sleeves to store and encapsulate these records in the county clerk's office.

Berkeley County Council, $19,545 to index scanned case files and purchase cubic foot records storage boxes for long-term inactive case files in the circuit clerk's office; and to rebind deed of trust and deed index books in the county clerk's office.

Boone County Commission, $12,000 to purchase moveable track shelving to enhance access to law enforcement and tax records in the sheriff's office.

Brooke County Commission, $4,048 to repair and encapsulate deed books in the county clerk's office.

Cabell County Commission, $9,500 to scan and index trustee and lien books in the county clerk's office.

Calhoun County Commission, $17,356 to purchase a color scanner, one map cabinet and Mylar sleeves to encapsulate plat maps, and to index deed books digitized by the RMPB Statewide Preservation Project in the county clerk's office.

Doddridge County Commission, $15,000 to scan and index deed and lease books, to encapsulate will book indexes and land books, and to rebind deed, oil and gas, death, and marriage index books in the county clerk's office.

Fayette County Commission, $13,630 to purchase an oversize color scanner to digitize the county's property maps in the assessor's office, and to rebind deed, assignment, birth and death books, and to encapsulate and rebind map books in the county clerk's office.

Grant County Commission, $6,052 to purchase a steel a map cabinet in the county clerk's office.

Greenbrier County Commission, $12,316 to scan and index will books, to purchase roller shelving for deed books, and to rebind the assessor's copies of land books in the county clerk's office.

Hampshire County Commission, $4,414 to restore, rebind, and encapsulate survey and will books in the county clerk's office.

Hardy County Commission, $17,506 to purchase moveable track shelving to enhance access to criminal, civil, and juvenile case files in the prosecuting attorney's office, and to purchase roller shelving for the assessor's copies of land books in the county clerk's office.

Harrison County Commission, $10,000 to digitize and microfilm the assessor's copies of land books in the county clerk's office.

Jackson County Commission, $10,000 to scan and index case files in the circuit clerk's office.

Kanawha County Commission, $4,540 to rebind civil and criminal index books in the circuit clerk's office.

Lewis County Commission, $10,000 to scan and index deed books in the county clerk's office.

Marion County Commission, $10,000 to scan and index the earliest handwritten birth, death, and marriage records in the county clerk's office.

McDowell County Commission, $1,490 to purchase two public computers that will enhance access to deed books digitized by the RMPB Statewide Preservation Project in the county clerk's office.

Mercer County Commission, $19,245 to purchase moveable track shelving for long-term inactive case files, and a high-volume, cross-cut shredder to dispose of confidential records that have exceeded the retention requirement in the circuit clerk's office, and to rebind, encapsulate, and microfilm deed books, purchase three public access computers, and for digital conversion of index books in the county clerk's office.

Mingo County Commission, $10,000 to digitize and microfilm adoption, chancery, law, and criminal order books in the circuit clerk's office.

Monroe County Commission, $10,000 to index deed books digitized by the RMPB Statewide Preservation Project in the county clerk's office.

Morgan County Commission, $11,924 to scan and index case files and purchase a scanner in the prosecuting attorney's office, and to scan and index map cards and purchase a scanner in the assessor's office.

Pendleton County Commission, $9,565 to digitize and microfilm deed books, and to restore, rebind, and encapsulate deed books in the county clerk's office, and to purchase a high-volume, cross-cut shredder to dispose of confidential records that have exceeded the retention requirement in the circuit clerk's office.

Putnam County Commission, $13,636 to scan and index deed books in the county clerk's office; to scan and index map cards, personal property assessment, and business forms in the assessor's office, and to purchase a high-volume, cross-cut shredder to dispose of confidential records that have exceeded the retention requirement in the circuit clerk's office.

Raleigh County Commission, $10,844 to scan and index homestead/disability exemption cards, to purchase shelving the cards and for two public computers that will enhance access to these records in the assessor's office.

Randolph County Commission, $12,000 to purchase roller shelving for the earliest permanent records in the county clerk's office.

Ritchie County Commission, $15,000 to digitize and microfilm the county's earliest order books, 1881-present, and to encapsulate deed, lease, and will index books in the county clerk's office.

Roane County Commission, $9,969 to purchase roller shelving for deed and deed of trust books, and two public computers that will enhance access to deed books digitized by the RMPB Statewide Preservation Project in the county clerk's office.

Summers County Commission, $10,892 to purchase roller shelving surface tables in the county clerk's office, and to purchase a high-volume, cross-cut shredder to dispose of confidential records that have exceeded the retention requirement in the circuit clerk's office.

Tucker County Commission, $16,045 to purchase roller shelving for the assessor's copies of land books in the county clerk's office.

Tyler County Commission, $8,766 to purchase a color scanner and roller shelving for permanent records in the county clerk's office, and to rebind a chancery order book in the circuit clerk's office.

Upshur County Commission, $10,000 to scan and index chancery and law case files in the circuit clerk's office.

Wayne County Commission, $13,461 purchase a color scanner, and to index deed books digitized by the RMPB Statewide Preservation Project in the county clerk's office.

Webster County Commission, $13,956 to index deed books digitized by the RMPB Statewide Preservation Project in the county clerk's office, and to purchase Mylar sleeves to encapsulate property tax maps in the assessor's office.

Wirt County Commission, $18,536 to index deed books digitized by the RMPB Statewide Preservation Project in the county clerk's office, and to purchase moveable track shelving for inactive long-term case files in the circuit clerk's office.

Wood County Commission, $10,000 to scan and index deed books in the county clerk's office.
